The reason there is this variation is that congregations of the church are autonomous, governed by the local congregation.  There is no regional, national, or world-wide &quot;headquarters&quot; that oversees the local congregations.

Each congregation goes directly to the Bible to see what should be taught and practiced as a matter of faith or doctrine.  Christ is the only head of the church. (Eph. 1:22-23)

On matters of opinion, convenience, prefrences, judgement or desires, each congregation is free to decide for themselves.  These, however, must never contradict Biblical teaching.
